China's NGOs Should be Included in the Design of the National Foreign Aid Framework
the 28th Foundation Bimonthly Salon is Held in Beijing
 

The pace of foreign aid of China's foundations is accelerating, but the non-governmental organizations (NGOs) implementing the strategy of going global are faced with many problems and challenges such as unclear role positioning, ambiguous policies and regulations, and restrictions on capital and personnel. On December 7, organized by the China Association for NGO Cooperation (CANGO), hosted by the Chinese Red Cross Foundation, and sponsored by the magazine of China Social Organization, the 28th Foundation Bimonthly Salon, was held in Beijing.

Revolving around the theme of "Belt and Road, Humanitarian and Public Welfare Cooperation", the salon discussed in depth the roles of China's foundations in foreign aid and participation in the "Belt and Road"construction and challenges facing it. The distinguished guests attending the salon also discussed the Administrative Measures on Foreign Aid (Draft for Comment) drafted by China International Development Cooperation Agency. They agreed that social organizations should be regarded as one of the main implementing bodies of national foreign aids, and institutional arrangements should be made in such aspects as policy support, financial support, and personnel's departure to overseas destinations, and international volunteer service development.

The participants agree that Administrative Measures on Foreign Aid shall include the social organizations into Design of the National Foreign Aid Framework, as one of the main implementing bodies, and clearer institutional arrangements should be made in such aspects as policy support, financial support, and personnel's departure to overseas destinations, and international volunteer service development. The distinguished guests also suggested that we should actively build dialogue and communication platforms among NGOs, governments, and foreign aid recipients, and establish an international exchange and cooperation mechanism.

In the final link of the salon, the handover ceremony of the organizer was held. Under Sun Weilin's witness, Mr. Guo Changjiang, Chairman of the Chinese Red Cross Foundation, handed over the bimonthly salon organizer certificate to Ms. Hao Linna, Chairwoman of the China Population Welfare Foundation, which will be the organizer of the 29th Bimonthly Salon.
